Chubu Vehicle Industry Co., Ltd., Aioi Town, 1953-55

Chubu Vehicle was originally in the textile machine business, but in 1953 produced an 89cc single cylinder 4 stroke machine called the Rising (ライジング号). According to the Hamamatsu City Cultural Heritage Digital Archive located at this link, this was a one year only company, but that appears to be an error. Chubu Vehicle used someone elses engine, but at this time the make is unknown, although it looks like a Tohatsu engine.
